lower the docker-compose file version
Debian 11 (bullseye) comes with docker-compose version 1.25.0, build
unknown.
Lowering the docker-compose version to 2.3 seems to work. But I'm
really not sure what I'm doing here. Please lmk if this isn't
reasonable.
